US Eases Restrictions on Telecommunications Deals with Venezuela

The US Treasury Department, through the Office of Foreign Assets Control (OFAC), has issued General Licenses No. 61 and No. 62, authorizing the supply of technology products and services to Venezuela’s telecommunications sector. The authorization applies, among others, to the National Telecommunications Commission (Conatel) and the state-owned telephone company Cantv. It covers operations necessary for the installation, maintenance, repair, modernization, operation, and technical support of telecommunications systems, carried out from the United States or by US persons. At the same time, contracts with the Venezuelan government must comply with the laws of an individual US state or another US jurisdiction, while any disputes arising from such agreements must be heard in the United States, the United Kingdom, France, or Singapore.
